Summary of the Request
On August 9, 2013, the MICI received a Request alleging damages to the population, resulting from the alteration of the location of a bridge to be financed under the Blumenau's Sustainable Urban Mobility Program (BR-L1272, 2746/OC-BR).
According to the Request, the relocation of the bridge would cause environmental, road and landscape impacts, among others. In addition the Requesters allege the lack of impact studies for the new location, as well as irregularities in the bidding process.
MICI actions
The Request was originally received anonymously in August 2013. In line with the MICI Policy, the identity of the Requester was requested and the information received in January 2014, at which time the Request was formally registered.
The Request was declared ineligible for the Consultation Phase for not complying with the requirements of paragraph 40 subsections (f) an (g) of the MICI Policy. Given the Requesters’ interest to enter into an investigation process in the context of a Compliance Review, the Request was transferred to the Panel Chairperson for determination of eligibility. The deadline was set for April 23, 2014.
The Panel Chairperson notified of the need for an extension to issue the memorandum of eligibility for the Compliance Review Phase untilMay 2, 2014.
The Request was declared ineligible due to the application of exclusion 37 (c) of the ICIM Policy associated to actions or activities that do not relate to a Bank-Financed Operation or that are not subject to the Bank’s Relevant Operational Policies.
