Summary of the Request

The Request describes environmental and health effects on the residents of the El Naranjal neighborhood, derived from the construction and operation of the Project, which consists of the Panam Generating Ltd. Thermoelectric Plant.

Specifically, the Requester warns that the Project would not comply with the appropriate environmental safety measures, thus producing noise pollution, vibrations and toxic gases that have seriously affected the population of the area since the early 2000s, when the Plant began its operation. Additionally, it highlights that direct effects on health have been found, mainly in children, due to exposure to pollutants that have manifested in skin, eye, and respiratory diseases.

It should be noted that this Request was sent to the MICI by the Bank's Ethics Department, which was the unit that originally received the claim.

Recent actions

On February 3, 2021, the Request was not registered as it related to one of the exclusions provided in paragraph 19 of the MICI-IDB Policy, specifically exclusion 19 literal (f) regarding Requests that are submitted more than 24 months after the last disbursement of the corresponding operation financed by the Bank. According to the Bank's records, the last disbursement of the Project occurred on January 30, 2002.

It is important to note that this Notification of Non-Registration is not an assessment of the merits of the Request or the issues presented in it, nor is it a determination of compliance or non-compliance by the IDB with respect to its Operational Policies.
