Summary of the Request

Dr. Gustavo Neme sent a Request to the ICIM with concerns related to the process of excavation and the infrastructure work carried out in the context of the “Modernización del Sistema de Riego Canal Matriz Nuevo Alvear (Rio Atuel) Project”, and their negative impact in the archeological patrimony of the area around the General Alvear and San Miguel Oasis, located in the Province of Mendoza, Argentina.

MICI actions

During the assessment, all Parties manifested their commitment to a dialogue and reached several joint decisions. As part of the specific methodology proposed by the Project Ombudsperson were the following actions: a) hire an independent professional archaeologist to assist in the dialogue process; b) plan of a series of site visits with the participation of all stakeholders; and c) reach an agreement to implement an archaeological rescue and development work plan that ensures the preservation and dissemination of the site’s cultural heritage.

In May 2011, the Consultation Phase concluded with the presentation of a signed Agreement by all Parties involved including the preparation of a work plan to be implemented by July 1, 2011. The Agreement includes provisions for the protection of the archeological site –absent in the original environmental impact assessment, and the possible construction of a museum.
